CIHR-IPPH Population Health Ethics Debate & Dialogue Series
The CIHR-Institute of Population and Public Health (CIHR-IPPH)
recently launched a new initiative on population health ethics. IPPH
has previously developed an annotated
bibliography<http://www.cihr-irsc.gc.ca/f/41872.html> of population
health ethics literature and held a virtual journal
club<http://www.cihr-irsc.gc.ca/e/41873.html> to support and stimulate
discussions about the ethical foundations of population health
interventions.

The next phase of the initiative is a virtual debate & dialogue series
that aims to further advance these discussions by applying population
health ethics principles and frameworks to a select number of cases.

The series will involve six, hour and a half sessions, each focused on
a different case with real-world relevance to public health and
population health interventions. Each session will feature two
invited discussants, who will discuss their perspectives on the case
and engage each other and the participants in open dialogue to further
advance the case. One of these sessions will take place in French,
while the rest will be held in English.

The "virtual" nature of these sessions means that all one needs is a
telephone and internet connection to participate and no travel is
required. Each participant will be asked to commit to, prepare for,
and attend a minimum of three of the six sessions. Registration is on
a first-come, first-served basis.

and Nutrition, Metabolism and Diabetes (INMD) recently undertook an
evaluation of the intervention research funding opportunity to examine
the relevance of this funding mechanism and outcomes of the funded
research from 2006-2010 within the broader Canadian population health
intervention research landscape. In order to take full advantage of
these evaluation findings and additional feedback we've received from
the research community about this funding mechanism, we are delaying
the third launch of the Intervention Research Funding Opportunity to
sometime in the New Year. Further updates about the next launch date
will be provided as soon as this information is available. We

2010-2011 IPPH Institute Community Support (ICS) Program
The CIHR ICS Program is designed to foster community development by
providing grants and awards to individuals and organizations for the
purposes of:

* Aiding research and knowledge translation activities where the
circumstances fall outside CIHR's programs.
* Supporting organizations and activities whose goals are
consistent with the Institute's and CIHR's vision, mandate and
strategic directions.
Under the framework of the ICS Program, IPPH will consider requests that:
· fall within the general objectives of this funding program;
· address one or more of the Institute strategic priorities
(listed below);
· increase the capacity of the Canadian health research
community to lead and collaborate on cutting-edge population and
public health research and knowledge translation, both nationally and
internationally;
· build on/align with existing IPPH initiatives (e.g. Applied
Public Health Chairs, Strategic Training Initiative in Health
Research, Centres for Research Development); and,
· support and accelerate the translation of research on

Banting Postdoctoral Fellowships Program

The Government of Canada allocated $45 million over five years in
Budget 2010 to establish a high-profile, prestigious Postdoctoral
Fellowships Program. The fellowships will be known as the Banting
Postdoctoral Fellowships, in memory of Sir Frederick Banting, the
Canadian physician, researcher, Nobel laureate and war hero who,
together with his assistant Dr. Charles Best, is credited with the
discovery of insulin. The program is jointly administered by Canada's
three federal granting agencies: the Canadian Institutes of Health
Research (CIHR), the Natural Sciences and Engineering Research Council
(NSERC) and the Social Sciences and Humanities Research Council
(SSHRC). CIHR has been designated as the operational lead for the
implementation of the program.

Program Objective
· Attract and retain top-tier postdoctoral talent, both nationally
and internationally;
· Develop their leadership potential; and
· Position them for success as research leaders of tomorrow,
positively contributing to Canada's economic, social and
research-based growth through a research-intensive career.
Unique Application Requirements

The Banting Postdoctoral Fellowships Program will be distinguished
from existing postdoctoral fellowships programs by its emphasis on:
· the synergy between an applicant's individual merit and
potential to launch a successful research-intensive career; and
· the host institution's commitment to the research program and
environment with which the applicant is to be affiliated.

An applicant's application to the Banting Postdoctoral Fellowships
Program must be completed in full collaboration with the proposed host
institution.

Program Scope
· 70 new two-year awards annually with a total of 140 awards
active at any one time at full program implementation (at program
maturity).
Value and Duration
· $70,000 per year (taxable) for two years.

CALL FOR SUBMISSIONS
"FROM POLICY TO RESEARCH AND BACK AGAIN" - THE 1ST ANNUAL RURAL
RESEARCH WORKSHOP
May 5, 2011 (Workshop participants are invited to afternoon
discussions on rural research and policy needs as part of the federal
Rural Development Network's AGM on May 4, 2011). Ottawa.

To foster networking among rural researchers and to provide a forum
for rural research and policy discourse, we invite researchers (e.g.,
academic institutions, government agencies and non-governmental
organizations) who are interested in rural issues to submit a proposal
for a paper presentation or poster. The plenary sessions will focus on
"From Policy to Research and Back Again" but contributed papers and
posters on any topic related to rural Canada are solicited.

Paper Presentation - Presentations must include a clear research
purpose and objectives, methodology or approach (if applicable), a
clear summary of the research results and suggested policy
contributions. Up to 24 presentations can be accommodated. Proposals
and presentations may be in English or French. A group of three paper
proposals may be submitted for consideration as an organized session.
Each presentation will be restricted to 20 minutes.

Poster - Poster proposals must include a clear research purpose and
objectives, methodology or approach (if applicable), a clear summary
of the research results and suggested policy contributions. Up to 13
posters can be accommodated and proposals and posters may be in
English or French. Posters are restricted to a width of 3 feet and a
height of 4 feet.

Proposals should clearly indicate the name of each author, the email
and telephone number of the contact author, the language of the
presentation or poster (English or French), paper title and an
abstract no more than 200 words. As a workshop outcome, authors may be
invited to submit full papers to be considered for inclusion in a
journal special edition.

Série de débats et dialogues sur l'éthique en santé des populations de
l'ISPP des IRSC
l'Institut de la santé publique et des populations des Instituts de
recherche en santé du Canada a récemment lancé une nouvelle
initiative, « L'éthique en santé des populations ». L'ISPP a
précédemment compilé une bibliographie

l'éthique en santé des populations et a mis sur pied un club de
lecture virtuel<http://www.cihr-irsc.gc.ca/f/41873.html> pour
favoriser et stimuler les échanges sur le fondement éthique des
interventions en santé des populations.

La prochaine phase de l'initiative est une série de débats virtuels
dont le but est d'approfondir ces échanges en appliquant les principes
et les cadres éthiques en santé des populations à un nombre choisi de
cas.

La série consiste en six séances d'une heure et demie, portant chacune
sur un cas différent et présentant, dans le monde réel, un intérêt
pour les interventions en matière de santé des populations et de santé
publique. Chaque séance comportera la présentation de deux
interlocuteurs invités qui s'exprimeront sur la question et auront un
échange de vues ainsi qu'une discussion ouverte avec les participants
afin de pousser plus loin le cas. Une de ces séances se déroulera en
français, alors que les autres seront en anglais.

Nous tiendrons la séance par conférence téléphonique et au moyen du
logiciel de conférence Bridgit, qui permet à chaque participant de
visionner à distance la présentation de l'animateur à partir de son
ordinateur. Chaque participant sera tenu d'assister à au moins trois
des six séances et de s'y préparer. Les réservations seront faites
selon le principe du premier arrivé, premier servi.

Vous savez peut-être que les Instituts de la santé publique et des
population et de la nutrition, du métabolisme et du diabète (INMD)
avons récemment entrepris l'évaluation de la possibilité de
financement en recherche interventionnelle pour déterminer la
pertinence de ce mécanisme de financement et les résultats de la
recherche financée de 2006 à 2010 dans le contexte plus vaste de la
recherche interventionnelle en santé de la population au Canada. Afin
de profiter pleinement des résultats de cette évaluation et des
commentaires du milieu de la recherche sur ce mécanisme de
financement, nous allons reporter le lancement du troisième appel de
demandes sur la recherche interventionnelle à la nouvelle année. Nous

Programme d'appui communautaire des instituts (PACI)

Le PACI est conçu pour favoriser le développement communautaire en
accordant des subventions et des bourses à des personnes ou à des
organisations pour :

* aider aux activités de recherche et d'application des
connaissances qui ne sont pas couvertes par les autres programmes des
IRSC;
* appuyer des organismes et des activités dont les buts
concordent avec la vision, le mandat et les orientations stratégiques
de l'institut et des IRSC.
Conformément aux dispositions générales du PACI, l'ISPP considérera
les demandes qui :

* cadrent avec les objectifs généraux du programme de financement;
* répondent à une ou à plusieurs des priorités stratégiques de
l'Institut (énumérées ci-après);
* permettent d'accroître la capacité du milieu canadien de la
recherche en santé à diriger et à soutenir des projets de recherche de
pointe et d'application des connaissances en santé publique et des
populations, à l'échelle nationale et internationale;
* s'inscrivent dans le prolongement des initiatives de l'ISPP ou
cadrent avec elles (p. ex. Chaires en santé publique appliquée,
Initiative stratégique pour la formation en recherche dans le domaine
de la santé, Centres de développement de la recherche);
* permettent de soutenir et d'accélérer l'application de la
recherche sur les interventions et les systèmes de mise en oeuvre des
interventions en santé des populations sous forme de pratiques, de
programmes et de politiques dans le secteur de la santé et d'autres
secteurs.

Bourses d'études
Programme de bourses postdoctorales Banting

Le gouvernement du Canada a prévu 45 millions de dollars sur 5 ans
dans le budget de 2010 pour la création d'un prestigieux programme de
bourses postdoctorales.

La bourse portera le nom de bourse postdoctorale Banting, en mémoire
de Sir Frederick Banting, médecin et chercheur canadien, lauréat du
prix Nobel et héros de la guerre à qui revient, avec son assistant, le
Dr Charles Best, le crédit d'avoir découvert l'insuline. Le programme
est administré conjointement par les trois organismes subventionnaires
fédéraux : les Instituts de recherche en santé du Canada (IRSC), le
Conseil de recherches en sciences naturelles et en génie (CRSNG) et le
Conseil de recherches en sciences humaines (CRSH). Les IRSC ont été
désignés pour diriger les opérations visant à mettre en oeuvre le
programme.

Objectif du programme
· Attirer et retenir les meilleurs chercheurs postdoctoraux, au
niveau national et international;
· Permettre à ces chercheurs de développer leur potentiel de meneurs;
· Permettre à ces chercheurs de connaître le succès comme chefs de
file de demain en recherche, afin qu'ils puissent contribuer à l'essor
économique, social et scientifique du Canada par une carrière axée sur
la recherche.
Exigences uniques relatives à la demande

Le Programme de bourses postdoctorales Banting se distinguera des
programmes de bourses postdoctorales actuels par son accent mis sur :
· la synergie entre le mérite individuel d'un candidat et ses
chances d'entreprendre une carrière fructueuse axée sur la recherche;
· l'engagement de l'établissement d'accueil envers le programme et
le milieu de recherche auxquels le candidat sera associé.

La demande du candidat au Programme de bourses postdoctorales Banting
doit être remplie entièrement en collaboration avec l'établissement
d'accueil proposé.

Portée du programme

· Un total de 140 bourses seront en vigueur une fois le programme
complètement mis en oeuvre, et ce à raison de 70 nouvelles bourses de
deux ans par an.

Valeur et durée des bourses
· 70 000 $ par année (imposable), pendant deux ans.

APPEL DE COMMUNICATIONS
« DES POLITIQUES À LA RECHERCHE, ALLER ET RETOUR » 1er ATELIER ANNUEL
DE RECHERCHE RURALE

Le 5 mai 2011 (Le 4 mai 2011 après-midi, les participants sont invités
à des discussions sur la recherche rurale et les besoins en matière de
politiques dans le cadre de l'AGA du Réseau (fédéral) pour le
développement rural). Ottawa.

Afin de promouvoir le réseautage entre les chercheurs ruraux et de
fournir un forum pour la recherche rurale et l'élaboration de
politiques, nous invitons les chercheurs (p. ex. les institutions
académiques, les organismes gouvernementaux et les organisations non
gouvernementales) qui s'intéressent aux enjeux ruraux à soumettre une
proposition d'article ou d'affiche. Les séances plénières se
concentreront sur le thème « Des politiques à la recherche, aller et
retour », mais les communications offertes, articles ou affiches, sur
tout sujet lié au Canada rural sont également demandées.

Soumission d'articles de recherche - Les articles soumis doivent avoir
un but de recherche et des objectifs clairs, une méthodologie ou une
approche (lorsqu'elle est pertinente), et comprendre un résumé clair
des résultats de la recherche et des suggestions de politiques. Un
maximum de 24 articles peuvent être reçus. Les propositions et
présentations d'articles peuvent être rédigées en français ou en
anglais. Les propositions d'articles peuvent être soumises par groupe
de trois afin de faire l'objet d'une séance spéciale. Chaque
présentation sera limitée à 20 minutes.

Soumission d'affiches - Les propositions d'affiche doivent avoir un
but de recherche et des objectifs clairs, une méthodologie ou une
approche (lorsqu'elle est pertinente), et inclure un résumé clair des
résultats de la recherche et des suggestions de politiques. Un maximum
de 13 affiches peuvent être reçues, et les propositions et affiches
peuvent être rédigées en anglais ou en français. Les affiches ne
peuvent dépasser trois pieds (90 cm) en largeur et quatre pieds (120
cm) en hauteur.

Les propositions doivent mentionner clairement le nom de chaque
auteur, l'adresse courriel et le numéro de téléphone de chaque auteur
de contact, la langue de la présentation ou de l'affiche (anglais ou
français), le titre de l'article et comprendre un résumé de moins de
200 mots. Dans le cadre de la publication des résultats de l'atelier,
les auteurs pourraient être invités à soumettre des articles complets
afin de les intégrer à une édition spéciale de revue.
