Regional meeting - UN International Decade for Human Rights, Geneva

UN Office of the High Commissioner for Human Rights - regional meeting to raise awareness for the International Decade.

Regional meeting for Europe, Central Asia and North America (Palais des Nations, Geneva, Switzerland, 23-24 November 2017)

[Organized by the Office of the High Commissioner for Human Rights]

As part of the awareness raising campaign for the International Decade, the Office of the High Commissioner for Human Rights is organizing five regional meetings. Such meetings focus on trends, priorities and challenges at the national and regional levels to effectively implement the Decade's Programme of Activities. The meetings are also an occasion to exchange good practices.

This second regional meeting will provide an opportunity to reflect on ways and means that governments from Europe, Central Asia and North America in partnership with equality bodies, national human rights institutions, civil society, development agencies and regional organizations, may pursue to integrate the provisions of the Programmes of Activities in their policies, programmes and strategies tailored for people of African descent.

Participants: The meeting will bring together Member States, United Nations specialized agencies and bodies, regional organizations, national human rights institutions, equality bodies and civil society representatives, particularly people of African descent from the region. Other Member States of the United Nations will be invited to attend as observers. Experts on the topics will be also invited to participate in the meeting.

Mapuche-Teheulche Communities PR - Activist's Disappearance In Argentina

The 7 Mapuche-Tehuelche Communities report that the indigenous community "Pu Lof en Resistencia" suffered a violent repression by the Argentinean National Gendarmerie last week. In this event, a non-indigenous ally, Santiago Maldonado, was forcefully disappeared (this has been public in international media last week).

Members from those communities request that the international community follow the events and demand Argentinean state authorities to conduct a formal investigation. This can help pressure the government to take action and for people in the communities, who are being the target of constant violence, to be safer.

The actions they request from us are to be informed, consider joining the International urgent actions and disseminate the following information.

Press Release from the Mapuche Tehuelche Communities u?ltimo

On August 1, 2017, Santiago Maldonado, a 28-year-old ally who was supporting a land
claim in the community Pu Lof en Resistencia, in the province of Chubut, Argentina, has
been forcefully disappeared during a violent repression by the Argentine National
Gendarmerie. The Argentine state has a long history of "disappearing" people as a
mechanism to suppress political opposition. During the event, in addition, authorities of
the national security ministry were present. The UN Committee against Enforced
Disappearances demanded an "Urgent Action" by the Argentine state to search for and
locate Santiago Maldonado and to identify those responsible for his disappearance.

We, the Mapuche-Tehuelche Communities of: VUELTA DEL RIO (Cushamen), SANTA
ROSA LELEKE (Cushamen), LOF CAYUN (Lago Puelo), LOF CAÑIO (Buenos Aires
Chico), LOF ÑIRIPIL (Buenos Aires Chico), ÑAMKULAWEN LOF (Comodoro
Rivadavia), NEWEN MULFUÑ (Pico Truncado), CALFU NAO (Trelew) [Provinces of
Chubut and Santa Cruz, Argentina] stand in solidarity with the family members of
Santiago Maldonado and demand his return, alive, to all political authorities, judicial
forces, and the repressive forces responsible for the escalation of the conflict. Santiago
Maldonado disappeared during the Argentine National Gendarmerie violent repression
to the Mapuche community [note of transl.: the forces entered homes and burned
houses and belongings].


We, the Mapuche-Tehuelche communities condemn the Argentine state repression to
the Mapuche Nation, the criminalization of social protest, and the government's lack of
respect for life. We are aware that this kind of episode could happen again and that none
of us is –and never was- exempt from suffering state authoritarianism and arbitrariness.
We ask: What are the selfish interests behind the disappearance of an individual? In
whose name and under what justification, should we as Indigenous people, have to
accept the denial and infringement of our right to defend our lives and our territories and
our subsistence?


Since the time of our ancestors we have been resisting in order to survive, and have
been resisting the State --and private sectors'-- deception, the manipulation, and the
instigation. Prosecutions are part of the history of our collective life. Our papay; lonko;
pillan kosher; Kui-fike heyem (ancestral authorities) have been subjugated and since
then, there has been pressure to take away any possibility for self-determination of our
communal lives. History reminds us we are the results of the state's genocide conducted
against us, our memory reminds us how we survived, and how we are still alive.
Because this happened to us in the past, we are today with Santiago's family, we stand
with them and in solidarity with them.


We, the Mapuche-Tehuelche communities, will not forget the silencing, misinformation,
negligence, fear, the affront to life, and lies [note of transl.: that result from the history of
colonial relations]. This event is another proof of the state authorities' failure in
addressing the specificity of the situations that indigenous communities confront. This is
another result of the historical lack of policies warrantying the access to land and
territory, municipal, provincial, and national authorities lack of dialogue, and the lack of
education among functionaries, and state officials that the state designates to deal with
indigenous issues. It is also the result of a lack of understanding of the historical debt by
the State towards First Nations. This debt has to be repaired with dialogue, equality,
respect and State self-critique, and not with violence, repression, instigation, and
discrimination. This disappearance is also the result of the negligence of state
institutions such as the National Institute of Indigenous Affairs (INAI), as well as the
Autonomous Institute of Colonization and Rural Development (IAC) and the Division of
Indigenous affairs both of the province of Chubut, which play no role in implementing
Constitutional, and International rights. This is also the result of the larger society's
incapacity and lack of will to revise our collective history. Instead, many sectors prefer to
disqualify, misrepresent, and insult us.


We stand defending the life of all and denouncing the injustices to which we are all
exposed:


We the Mapuche Communities say that we "Have always been, are and will be in our
territories and we defend a dignified life in them." We demand the return, alive, of
Santiago Maldonado.

Nosotros, las comunidades Mapuche-Tehuelche: VUELTA DEL RIO (Cushamen),
SANTA ROSA LELEKE (Cushamen), LOF CAYUN (Lago Puelo), LOF CAÑIO (Buenos
Aires Chico), LOF ÑIRIPIL (Buenos Aires Chico), ÑAMKULAWEN LOF (Comodoro
Rivadavia), NEWEN MULFUÑ (Pico Truncado), CALFU NAO (Trelew), nos
solidarizamos con los familiares de Santiago Maldonado desaparecido en un contexto
de represión a una comunidad mapuche, y exigimos su aparición con vida a todas las
autoridades políticas, judiciales y demás fuerza represivas responsables y cómplices de
que esta situación haya llegado a las instancias actuales.


Nosotros, comunidades Mapuche-Tehuelche repudiamos enérgicamente el accionar
represivo del estado en sus distintas instancias, una vez más, en contra del Pueblo
Mapuche, la criminalización de la protesta social y el nulo valor que la vida tiene para el
gobierno. Somos conscientes que un hecho como este se puede repetir y que ninguno
de nosotros está –y nunca estuvo exento a sufrir el autoritarismo y arbitrariedad estatal.
Ante esto nos preguntamos: ¿A cambio y en pos de qué intereses mezquinos y egoístas
desaparece una persona? Nos preguntamos: ¿En nombre y justificación de qué, como
parte de los Pueblos Originarios de este país, tendríamos que aceptar que nos nieguen
y atenten en contra de la defensa de nuestras vidas, de nuestros territorios y de
nuestras subsistencias?


Para nosotros, que venimos resistiendo ancestralmente por existir desde el principio de
los tiempos, los engaños, la manipulación, los hostigamientos por parte del estado --y
sectores privados-- y las persecuciones, forman parte de nuestra historia de vida
colectiva. Nuestros papay; lonko; pillan kushe; kuifikecheyem (autoridades ancestrales)
fueron avasallados y, desde entonces, se ha persistido en quitarnos toda posibilidad de
autodeterminar nuestras vidas comunitarias. Hoy, cuando la historia da testimonio de
que somos lo que el genocidio del estado dejó, nuestras memorias nos cuentan cómo
sobrevivimos y por qué aún estamos vivos. Entonces, porque esto ya nos pasó, hoy
estamos con la familia de Santiago, los acompañamos y nos solidarizamos con ellos.


Porque nosotros, Comunidades Mapuche-Tehuelche, nunca convalidaremos el
silenciamiento, la desinformación, la negligencia, el miedo, el agravio a la vida, las
mentiras. También decimos que esto es una prueba más del fracaso con el modo en
que las autoridades vienen abordando la realidad que plantean las Comunidades
Indígenas. También es el resultado de la falta histórica de políticas de acceso a la tierra
y al territorio, la falta de diálogo por parte de las autoridades municipales, provinciales y
nacionales, ignorancia y falta de preparación de funcionarios e interlocutores que el
estado designa para tratar las cuestiones relativas a los Pueblos Originarios.
También es la falta de comprensión de que existe una deuda histórica del Estado con
los Pueblos Originarios que se debe reparar con diálogo, igualdad, respeto y autocrítica
por parte del Estado, y no con violencia, represión, provocaciones y discriminación. Es
el resultado de instituciones ausentes como el Instituto Nacional de Asuntos Indígenas
(INAI), así como también del Instituto Autárquico de Colonización y Fomento Rural (IAC)
y de la Dirección de Asuntos Indígenas de la provincia de Chubut que no ponen en
vigencia nuestros Derechos consagrados en la Constitución Nacional y en los Tratados
Internacionales. Y es el resultado, también, de la incapacidad y falta de voluntad que
han demostrado amplios sectores de la sociedad para revisar nuestra propia historia
colectiva y prefieren, en cambio, quedarse en el agravio y la descalificación.


En defensa de la vida de todos y denunciando las injusticias a las que todos estamos
expuestos: Nosotros Comunidades Mapuche-Tehuelche decimos que "Siempre
estuvimos, estamos y estaremos en nuestro territorio y defenderemos una vida digna en
ellos" y reiteramos que exigimos la aparición con vida de Santiago Maldonado.

Dear colleagues and friends,

 

The Canadian Anthropology Society annual meeting 2018, co-sponsored by the Society for Applied Anthropology (SfAA), will take place at the Universidad de Oriente located in Santiago de Cuba from the 16th to the 20th of May, 2018.

 

We are thrilled to let you know that the registration for CASCA-Cuba is now open. We welcome submission of panels, individual papers, posters, symposiums, media and arts-based projects, films and round tables.

Most academic activities will be hosted at the Universidad de Oriente, which will celebrate its 70th anniversary this year. Meetings and parallel events will take place at the Meliá hotel, located at 5 minutes walk from the University. Media projects, exhibits, performance and a film festival will take place at the Casa Dranguet, located in the city centre. The final banquet, accompanied by a local Cuban music band, will take place at the El Morro San Pedro de la Roca Castle, a UNESCO World Heritage fortress on the coast of Santiago de Cuba. Get ready for the breathtaking view!

 

We strongly encourage CASCA-Cuba participants to plan their trip to Cuba ahead of time. Our website will provide insightful tips and advice for travel to Eastern Cuba. Santiago de Cuba is a culturally bursting city and an extremely rich place of historical encounters. Note that in May, it will be the rainy season and it will be hot.

 

It is likely that the university and conference sites will not have WiFi connections, please plan for offline presentation and communication.  WiFi access points will be available in the Meliá Santiago hotel lobby and nearby Internet parks. Printing may be difficult to arrange, please bring hard copies of documents. Check your cellphone provider for data plan options for travelling in Cuba. We will strive to have projectors and audio speakers available at the conference site, but this might not be possible for all conference rooms.

 

Given the special travel circumstances of this year, CASCA will commit more than usual to the Student Travel Bursary fund (for students registered in a Canadian university), but please consider supporting this too by making a donation.
