Call for Cases for a New Publication: Population and Public Health
Ethics Casebook

The CIHR Institute of Population and Public Health (IPPH), together
with its partners, are pleased to announce a call for case submissions
in Population and Public Health Ethics. For more information, please
visit the IPPH Website (

Fostering the development and refinement of ethical frameworks for
population health interventions in Canada and globally is a strategic
objective for the IPPH. Population and public health ethics can be
distinguished from clinical ethics by the focus on:

Populations rather than individuals;
A wide range of population-level and/or environmental interventions
often implemented outside of the health care setting or the health
sector; and
Equitable prevention of disease and disability.

The CIHR-IPPH, CIHR Ethics Office, Public Health Agency of
Canada-Office of Public Health Practice, National Collaborating Centre
for Healthy Public Policy, and Public Health Ontario have partnered to
develop this casebook of ethical dilemmas in population and public
health and related case analyses. The objectives of the casebook are to:

Increase awareness and understanding of PPH ethics, and the value of
ethical thinking in population and public health research, policy, and
practice;
Highlight cases from across population and public health research,
policy, and practice that feature different ethical issues and
dilemmas, and;
Create a tool to support instruction, debate, and dialogue related to
cases in population and public health ethics research, policy, and
practice.

Structured case submissions of up to 850 words are due by Friday,
September 30, 2011. Cases should be realistic (either real or a
composite based on a real situation) and can either focus on:


A particular ethical dilemma that arises in practice;
The ethical considerations of a specific population health intervention; or
How a public health organization(s) or organization in other sectors
deliberates or takes ethics into account in their priority setting or
decision-making process.

Each selected case will be peer reviewed and subsequently analyzed
according to a common approach by an invited author who is not
affiliated with the case submission authorship team. Authors of
selected cases will be given an opportunity to provide an alternative
analysis and these responses will be included in the casebook, which
will be published in Spring 2012.


CIHR Peer Review Committees and Mandate - Revisions - Open Operating
Grant Program (OOGP)

When applying for CIHR Open Operating Grant funding, you should
suggest up to two committees whose mandates most closely align with
your research project. Note that some peer review committee mandates
have recently been revised. Please review the committee mandates
before applying ( http://trk.cp20.com/Tracking/t.c?MLRD-JuPP-kUM9F9 ) .
For example, the following committee mandate now includes population
health intervention research:
Public, Community & Population Health - (PH1)
The conception and measurement of exposures and health status and the
testing of hypotheses concerning exposure/disease relationships. The
mandate includes the development or application of novel statistical
methods. Research on the etiology of human disease and disability. The
measurement of burden of disease in populations, ranging from
gene/environment interactions in the biological origins of disease to
the impact of social environments, including disadvantaged
populations' status, on health and functional status. Work and health.
Health inequalities and gradients. Health of diverse and disadvantaged
populations. Water safety. Impact of global change on health.
Population health interventions, defined as policies, programs,
resource distribution approaches that have the potential to improve
health outcomes at the population level.
Note: Studies with a primary focus on child and youth development,
familial, parental, and social influences on the health of children,
should be referred to the committee on Social & Developmental Aspects
of Children's & Youth's Health (CHI). Studies with a primary focus on
the elderly should be referred to the committee on Social Dimensions
in Aging (SDA). Studies where gender issues are a primary focus should
be referred to the committee on Gender, Sex & Health (GSH). Studies
with a focus on nutrition or food safety should be referred to the
committee on Nutrition, Food & Health (NUT).


CIHR Roadmap Signature Initiative in Evidence-Informed Healthcare Renewal

The Canadian Institutes of Health Research's new Evidence-Informed
Healthcare Renewal (EIHR) initiative will support researchers and
decision makers to advance the current state of knowledge, generate
novel and creative solutions, and translate evidence for uptake into
policy and practice to strengthen Canada's healthcare systems.

The EIHR initiative focuses on three priority areas: financing and
funding models; health system sustainability; and governance and
accountability. Innovation in these areas will require contributions
from a wide range of disciplines and methodological approaches. Health
services and health policy research would greatly benefit from
contributions from economics, political science, sociology,
philosophy, law, and other relevant fields, and from the involvement
of researchers, policy makers, decision makers and healthcare providers.

Tri-Agencies Harmonizing Policies on Stipends Paid from Grants

The three federal granting agencies -- CIHR, NSERC, and SSHRC -- are
harmonizing their policies on support paid to students and
postdoctoral fellows from research grants. Beginning September 15,
2011, the agencies' existing regulations on minimum and maximum
stipend levels paid from grants will no longer apply. The agencies
will also no longer restrict researchers from using some of their
grant money to provide supplements to scholarship holders. These
changes respond to concerns expressed by institutions and researchers
about the different approaches taken by the agencies.
The removal of tri-agency regulations will offer professors more
financial flexibility to pay students and postdoctoral fellows at
levels that reflect the variations in costs between departments and
between regions. It should be noted that stipend levels will still be
governed by applicable collective agreements and labour legislation.
Also, many universities have established minimum support packages,
varying by department, where stipend support can be assembled from
teaching assistantships, research funds, university graduate
scholarships, external scholarships, and bursaries.


Call for Nominations: Expert Review Group for the Global Strategy on
Women's and Children's Health and the UN Commission on Information and
Accountability for Women's and Children's Health

The World Health Organization is currently leading an international
process to solicit nominations from all of the stakeholders supporting
the Global Strategy. Candidates will ultimately be appointed by the UN
Secretary-General, based on the advice of a selection committee drawn
from members of the Commission. The selection process will occur
during the summer of 2011 and ERG members are expected to be announced
at a September 20th event marking the first anniversary of the Global
Strategy.
To support the WHO's efforts, CIDA would like to seek your and your
partners' assistance in developing a list of Canadian candidates to be
nominated for membership in the ERG. Nominees should be recognized for
their eminent standing in global public health and have specific
knowledge with respect to results and resources pertaining to women's
and children's health issues in developing countries. Nominees should
also have intimate knowledge of the multitude of actors in the field,
including governments, multilateral organizations, civil society
organizations, academia and individuals.

wishing to propose candidates are asked to submit nominations via the

Upcoming Consultation on the Responsible Conduct of Research

The Canadian Institutes of Health Research (CIHR), the Social Sciences
and Humanities Research Council of Canada (SSHRC) and the Natural
Sciences and Engineering Research Council of Canada (NSERC) (the
Tri-Agencies) continue to work on improving their policy framework for
research and scholarly integrity, and financial accountability. From
August 15 to September 30, 2011, the Tri-Agencies intend to consult
with a wide range of stakeholders in the research community on the
draft consultation document, Tri-Agency Framework: Responsible Conduct
of Research.
The consultation document will be accessible through each
organization's Web site. The feedback will be considered when
finalizing the Framework, which is expected to be completed by
November 2011.
CIHR employees who receive inquiries about the consultation process
are asked to forward them to consultation@nserc-crsng.gc.ca.

The Canadian Cancer Society Research Institute is pleased to announce
two new research funding opportunities in prevention research:
Prevention translation supplement awards (

this funding initiative is to stimulate the translation of basic
research, epidemiological research, and observational research
findings into cancer prevention action by supporting pilot studies of

Canadian Trainee Conference Grant: Global Implementation Conference
The Planning Committee of the Global Implementation Conference invite
applications from Canadian graduate trainees conducting research in
knowledge translation or implementation science, for financial support
to attend the upcoming GIC August 15-17th 2011 in Washington DC.
Through support from the CIHR President's Fund, the GIC is able to
support 6 trainees, up to a maximum of $2025CAN towards travel,
accommodation at the Conference hotel, and conference registration.

CIHR Open Operating Grants Program – Fall 2011 Priority Announcement –
Population Health Interventions
CIHR-IPPH will provide funding for applications that support research
related to population health interventions. Population health
interventions are policy, program and resource distribution approaches
that address the determinants of health within and outside of the
health sector. Population health interventions are complex, dynamic,
and adaptable to different socio-cultural and political contexts.

CIHR Open Operating Grants Program - Fall 2011 Priority Announcement -
Pathways to Health Equity
The CIHR-Institute of Population and Public Health will provide
funding for applications that support research related to pathways to
health equity. Health equity suggests that all people can reach their
full health potential and should not be disadvantaged from attaining
it because of race, ethnicity, gender, religion, or any other socially
determined circumstance. Research furthering the understanding of the
pathways that lead to health equity focuses on understanding
interactions between biological, social, cultural and environmental
determinants. Research addressing these priorities involves a range of
research designs and theoretical innovations informed by diverse
interdisciplinary perspectives such as epidemiology, sociology,

GACD First Joint Research Activity – Hypertension
This funding opportunity on Implementation Research on Hypertension in
Low and Middle Income Countries is the first coordinated research
program of the Global Alliance for Chronic Diseases (GACD), a
consortium of health organizations that includes CIHR. The total
amount available for this funding opportunity is $4,700,000. The

CIHR Operating Grant – Population Health Intervention Research
The purpose of this funding opportunity is to support the prompt
initiation of population health intervention research on rapidly
unfolding programs, policies and resource distribution approaches that

potential to impact health and health equity at the population level.
This funding opportunity strongly encourages close collaboration
between program implementers (e.g. decision-makers) and researchers
but it will not support projects where the implementer and the
researcher are the same person/institution. The total amount available

CIHR Catalyst Grant: Official Language Minority Communities (Health
Determinants and Accessibility to Health Services in Official Language
Minority Communities)
The Strategic Initiative on Official Languages Minority Communities
aims at understanding the health issues of French and English speaking
Canadians who live in communities where they are a minority. An
official language minority community is a group of Canadians for whom
the mother-tongue or the language of choice is French or English in a
province where this language is a minority. More precisely, this term
refers to English-speaking communities living in Quebec and
French-speaking communities living in provinces and territories other
than Quebec. The total amount available for this funding opportunity
is $ 300,000, enough to fund approximately 3 grants. This amount may

3M Health Leadership Award
Presented by Health Nexus and 3M Canada, the 3M Health Leadership
Award will recognize an outstanding community leader that has had an
impact on the health of their community by addressing at least one of
the social determinants of health. In its inaugural year, this award
will acknowledge those who have enhanced their community through
dedicated contribution and inspiring change. This annual award will
recognize an individual from the non-profit sector who works outside
of the formal health care field. Preference will be given to those who
have not previously been nationally recognized or celebrated. For more

Canadian Rising Stars in Global Health: Round Two - Request for Proposals
This unique program is a call to action for Canadians to make their
contribution to global health. Grand Challenges Canada's goal is to
tap into the creativity, knowledge and skills of Canadian scientists,
entrepreneurs and social innovators to solve some of the most
persistent health challenges in the developing world through
Integrated Innovation. Round Two provides $100,000 in seed grants for
up to 20 successful proposals. If the ideas are robust, effective, and
proven, the innovators will be eligible for an additional scale–up
grant of up to $1 million for each proposal. There will be three
rounds of Canadian Rising Stars for a total of $20 million dollars. Of
this amount, approximately $14 million will be available for scale-up
grants. Canadians are required to involve developing world innovators.

problem, the proposed solution,

CHIR Operating Grant: Advancing Theoretical and Methodological
Innovations (2011)
The CIHR Institutes of Aging (IA), Population and Public Health
(IPPH), and Health Services and Policy Research (IHSPR) have
identified the need to further strengthen the theories, conceptual
frameworks, methods and tools underpinning the conduct of
interdisciplinary health research. Guided by different disciplinary
traditions, researchers use a range of theories, frameworks, methods
and tools to understand, observe and/or measure phenomena. Innovations
need to be informed by the best available scientific methods emanating
from a broad range of disciplines. Whether we seek to better theorize
how policy interventions adapt to context, or to strengthen our
approaches to analyzing and reporting data to inform health
decision-making, we need to further enhance research's contribution to
such efforts. The total amount available for this funding opportunity
is $3,200,000, enough to fund approximately 16 grants.

CIHR Catalyst Grant: HIV/AIDS and Aboriginal Health
Under the leadership of the CIHR Institute of Infection and Immunity,
the CIHR HIV/AIDS Research Initiative is responsible for the
management and oversight of the research component of the Federal
Initiative to Address HIV/AIDS in Canada. This funding opportunity is
focused on the health of Aboriginal people, one of the eight target
populations under the Federal Initiative. It is expected that this
targeted investment will enable researchers to generate preliminary
data, initiate new partnerships, and/or explore novel research ideas
towards enhancing the success of subsequent applications to the CIHR
open and strategic competitions in the area of HIV/AIDS and Aboriginal
health.The total amount available for this funding opportunity is $

As a partner of the European Research Area in Ageing (ERA-AGE2), a
European research network on aging, FRSQ is pleased to inform the

research in "Active and Healthy Ageing across the Life Course". Each
project must be presented by a team of researchers from at least three

CIHR Knowledge Synthesis Grant: 2011-2012
CIHR's mandate is to excel, according to internationally accepted
standards of scientific excellence, in the creation of new knowledge
and its translation into improved health for Canadians, more effective
health services and products and a strengthened Canadian health care
system. The purpose of this funding opportunity is to support teams of
researchers and knowledge users to produce knowledge syntheses and
scoping reviews that will contribute to the use of synthesized
evidence in decision-making and practice. This funding opportunity
will support two types of projects: knowledge syntheses and scoping
reviews.The total amount available for this funding opportunity is $
400,000, enough to fund approximately four to eight grants. This

CIHR Journalism Awards 2011-2012
The CIHR Journalism Awards will support media stories that inform
Canadians of evidence-based health-related research issues carried out
by health researchers. The award is not meant to support
health-related research carried out by the applicant. Recipients may
undertake projects in print, broadcast and on-line media. Projects are
expected to include a period of investigation and study that assembles
the information needed for an in-depth news or feature article, a
radio or TV piece, or a series of articles or pieces. Travel to

CIHR Planning Grants Fall 2011 – Implementation Systems for Population
Health Interventions
The CIHR-Institute of Population Health is interested in funding
planning grants that support research related to the examination of
systems for population health interventions. Population health
interventions are defined as policy, program and resource distribution
programs that address the determinants of health through
organizational and other system levels. Implementation systems within
and outside the health sector are required to initiate, support,
sustain and scale-up these interventions. Such systems are influenced
by all levels of governance, leadership support, priority setting and
resource allocation, human resource, legal and administrative
capacities. The total amount available for this funding opportunity is
$ 75,000. This amount may increase if additional funding partners

CIHR Catalyst Grant: HIV/AIDS (Community-Based Research)
The CIHR HIV/AIDS Community-Based Research (CBR) Program assists
community-based organizations, non-governmental organizations and
institutions in developing the knowledge necessary to carry out their
HIV/AIDS work in the most effective manner, and in creating expertise
within these communities to conduct their own research. The aim of
this Catalyst Grant is to provide seed money, on a short-term basis,
to support health research activities which represent a first step
towards the pursuit of more comprehensive funding opportunities (e.g.,
operating grants). The total amount available for this funding
opportunity is $ 198,000, enough to fund approximately six grants.
This amount may increase if additional funding partners participate.

2011-12 CIHR-IPPH Institute Community Support (ICS) Program
The ICS is designed to foster community development by providing
grants and awards (including travel awards) to individuals and
organizations for the purposes of: Aiding research and knowledge

consistent with the Institute's and CIHR's vision, mandate and

CALL FOR PAPERS – Mental Health Promotion: Population Health Perspectives
Canadian Journal of Community Mental Health
The Canadian Journal of Community Mental Health (CJCMH) is an
interdisciplinary publication devoted to sharing information on the
mental well-being of Canadians and their communities. CJCMH invites
submissions to a special issue sponsored by the Canadian Population
Health Initiative of the Canadian Institute for Health Information.
The special issue will be dedicated to mental health promotion from a
population health perspective, with particular emphasis on equity and
the role of social determinants of health. We hope to elicit papers
that explore a variety of research and practice-based perspectives
from a range of disciplines, and from health and social care
professionals, mental health policy and decision-makers, and academic

CALL FOR PAPERS – Special issue on Aging: Canadian Review of Social Policy
The Canadian Review of Social Policy is seeking scholarly articles for
an upcoming special issue on Aging and Canadian Social Policy. This
special edition of the Canadian Review of Social Policy/Revue
Canadienne de Politique Sociale seeks to document and examine current
Canadian social policy and administration on aging. Manuscripts should
address the political and public policy dimensions of the case being
examined and should be no more than 5,000 words in length. This
special edition of the Canadian Review of Social Policy encourages
submissions from non-university based researchers and analysts as
well. A wide range of topics is considered for this special issue.

Rights Conference
The 2011 Queen's University Health and Human Rights Conference (

Ontario. The event is a student-led initiative with a mandate to build
bridges between the humanities, sciences and social sciences. We aim
to provide a forum for academics, practitioners and students to
address global challenges at the intersection of health care and human
rights. We are committed to being an inter-disciplinary conference,
uniting speakers from various academic disciplines and professions,
and inviting discourse on both local and global issues within the
realm of health and human rights. We invite all primary investigators,
graduate students, postdoctoral fellows, research project students,
medical students, and clinical residents to present their original
research at our poster
presentation session on October 1st, 2010. Individuals interested in

Director for the Special Programme for Research and Training in
Tropical Disease
World Health Organization
The objective of the Special Programme for Research and Training in
Tropical Diseases (TDR) is to foster an effective global research
effort on infectious diseases of poverty in which disease endemic
countries play a pivotal role.

Description of Duties:


Provides leadership and serves as the scientific and technical
reference among TDR's co-sponsors and other multilateral agencies for
matters relating to research in the area of infectious diseases of
poverty.
Advises Member States, UN and other multilateral agencies
(particularly the TDR co-sponsors) and nongovernmental agencies on
matters relating to research on infectious diseases
of poverty and to implementation research, working in close
collaboration with the co-sponsors when possible.
Establishes and maintains a network of research and policy
institutions and works synergistically to complement existing research
agenda items; interacts with the private sector, pharmaceutical
companies and financial institutions for product development,
negotiating public sector prices and promoting research and support to
scale up programmes in national settings.
Promotes high level policy discussion at global, regional and national
level on issues associated with research policy, agenda and priority

Develops policy, strategy and programme budget proposals for
submission to the TDR Joint Coordinating Board, the TDR Scientific and
Technical Advisory Committee the Standing Committee of TDR
co-sponsors, the WHO Executive Board, and the World Health Assembly.
Communicates these activities effectively to a broad array of
stakeholders, including those associated with TDR and WHO governance
and high level governmental and international policy makers, in a
manner that reinforces TDR's vision and promotes a pivotal role in

Oversees the elaboration of TDR strategic business planning and
management, provides authoritative advice on all TDR issues, guiding
and motivating TDR staff and other relevant staff at WHO headquarters,

entities such as WHO Departments, WHO Regional Offices, other
cosponsoring agencies, external research partners and appropriate
government and international agencies.

development in infectious diseases of poverty and related
implementation research, including financial resources for TDR.
Represents the TDR Special Programme at policy meetings of WHO and

The Innovation Strategy (IS) focuses on innovation and learning in
population health interventions to reduce health inequalities in
Canada and effectively address priority complex public health problems

L'Institut de la santé publique et des populations (ISPP), ainsi que
ses partenaires, sont heureux d'annoncer le lancement d'un appel de
présentations de cas sur l'éthique en santé publique et en santé des

Favoriser la conception et le perfectionnement de cadres d'éthique
pour les interventions en santé des populations au Canada et ailleurs
dans le monde fait partie des objectifs stratégiques de l'Institut de
la santé publique et des populations (ISPP). L'éthique en santé
publique et en santé des populations (SPSP) se distingue de l'éthique
clinique par l'accent mis :

Sur les populations plutôt que sur les personnes,
Sur une vaste gamme d'interventions menées au niveau de la population
et/ou de l'environnement et souvent mises en oeuvre à l'extérieur du
milieu des soins ou du secteur de la santé,
Sur la prévention équitable des maladies et des incapacités.

L'ISPP des IRSC, le Bureau de l'éthique des IRSC, le Bureau de la
pratique de santé publique de l'Agence de la santé publique du Canada,
le Centre de collaboration nationale sur les politiques publiques et
la santé, et Santé publique Ontario travaillent en partenariat pour
élaborer un recueil de cas de dilemmes éthiques en SPSP, accompagné
des analyses connexes.
Les objectifs particuliers du recueil de cas sont les suivants :

Mieux faire connaître et comprendre l'éthique en SPSP, ainsi que la
valeur de la pensée éthique dans la pratique, les politiques et la
recherche sur la SPSP
Mettre en évidence des cas dans la pratique, les politiques et la
recherche sur la SPSP, qui illustrent différents enjeux et dilemmes
éthiques
Créer un outil pour alimenter les instructions, le débat et le
dialogue relativement aux cas d'éthique dans la pratique, les
politiques et la recherche en SPSP

Les cas structurés (maximum de 850 mots) doivent être remis au plus
tard le vendredi 30 septembre 2011. Les cas doivent être réalistes
(cas réels ou cas composites fondés sur des situations réelles) et
peuvent porter sur ce qui suit :

Un dilemme éthique précis soulevé dans la pratique;
Les considérations éthiques d'une intervention particulière en santé
des populations;
Les façons avec lesquelles les organismes de santé publique et ceux
d'autres secteurs délibèrent ou tiennent compte de l'éthique dans
leurs processus d'établissement des priorités ou de prise de décision.

Tous les cas choisis seront évalués par les pairs puis analysés par un
auteur invité non affilié à l'équipe d'auteurs ayant présenté le cas,
et ce, en se fondant sur une approche commune. Les auteurs des cas
choisis auront l'occasion de proposer une autre analyse et ces
réponses seront également ajoutées au recueil de cas, lequel sera
publié au printemps 2012.


Comités d'examen par les pairs et mandats des IRSC - Mis à jour -
Programme ouvert de subventions de fonctionnement (POSF)

Lorsque vous soumettez une demande de subvention de fonctionnement des
IRSC, vous devriez suggérer deux comités d'examen par les pairs, dont
les mandats sont les plus représentatifs de votre projet de recherche.
Veuillez prendre note que les mandats de quelques comités d'examen par
les pairs ont été mis à jour récemment. Veuillez donc vous
familiariser avec les mandats des comités avant de déposer votre
demande ( http://trk.cp20.com/Tracking/t.c?MLRD-JuQI-kUM9F3 ) .

Par exemple, le mandat du comité suivant comprend maintenant la
recherche interventionnelle en santé des populations:
Santé publique, santé communautaire et santé des populations (PH1)
Formulation et mesure des expositions et de l'état de santé et
vérification des hypothèses concernant les liens exposition-maladie.
Le mandat comprend l'élaboration et l'application de nouvelles
méthodes statistiques. Recherche sur l'étiologie des maladies et des
incapacités chez les humains. Mesure du fardeau de la maladie dans les
populations, allant des interactions gène-environnement, propres aux
origines biologiques de la maladie, à l'incidence des milieux sociaux,
en prenant en compte l'état des populations défavorisées (p. ex. les
communautés minoritaires de langue officielle, les résidents des
régions rurales et du Nord, etc.) sur la santé et les capacités
fonctionnelles. Travail et santé. Inégalités et gradients de santé.
Santé des groupes hétérogènes et défavorisés. Salubrité de l'eau et
des aliments. Répercussions des changements planétaires sur la santé.
La recherche interventionnelle en santé
des populations, définie comme des programmes, des politiques ou des
approches de distribution des ressources ayant le potentiel
d'améliorer les résultats pour la santé au niveau des populations.
Nota : Les études liées principalement au développement de l'enfant et
de l'adolescent, et les influences familiales, parentales et sociales
sur la santé des enfants et des adolescents devraient être soumises au
comité sur les aspects sociaux et développementaux de la santé de
l'enfant et de l'adolescent (CHI). Les études axées essentiellement
sur les personnes âgées devraient être soumises au comité sur les
dimensions sociales du vieillissement (SDA). Les études portant
spécialement sur des questions liées au genre devraient être soumises
au comité sur le genre, le sexe et la santé (GSH). Les études axées
sur la nutrition ou la sécurité alimentaire devraient être soumises au
comité sur la nutrition, les aliments et la santé (NUT).


Initiative phare du plan stratégique des IRSC: Renouvellement des
soins de santé fondé sur des données probantes

'initiative Renouvellement des soins de santé fondé sur des données
probantes (RSSDP) des Instituts de recherche en santé du Canada
soutient la collaboration de chercheurs et de décideurs pour faire
avancer les connaissances actuelles, trouver des solutions originales
et astucieuses, et appliquer les données issues de la recherche aux
politiques et pratiques en vue de renforcer le système de santé
canadien.
L'initiative RSSDP porte sur trois secteurs prioritaires : modèles de
financement, viabilité du système de santé, et gouvernance et
reddition de comptes. Pour innover dans ces secteurs, il faut faire
appel à une grande diversité de disciplines et d'approches
méthodologiques. Ainsi, la recherche sur les services et politiques de
santé profiterait beaucoup de l'apport de l'économie, des sciences
politiques, de la sociologie, de la philosophie, du droit et d'autres
domaines pertinents, de même que de la participation des chercheurs,
des responsables des politiques, des décideurs et des fournisseurs de
soins de santé.

Harmonisation des politiques des trois organismes quant aux
allocations versées à même les subventions

Les trois organismes subventionnaires fédéraux (IRSC, CRSNG et CRSH)
harmonisent leurs politiques sur l'appui versé aux étudiants et aux
boursiers postdoctoraux à même les subventions de recherche. Dès le 15
septembre 2011, la réglementation des trois organismes sur le montant
minimal ou maximal des allocations versées à même les subventions
deviendra caduque. Les organismes n'imposeront plus de restrictions
aux chercheurs qui souhaitent consacrer une partie de leur subvention
à des suppléments aux chercheurs-boursiers. Ces modifications
répondent aux préoccupations des établissements et des chercheurs à
propos des différentes approches des trois organismes.
Le retrait de la réglementation des trois organismes offrira plus de
souplesse aux professeurs sur le plan financier afin que la
rémunération versée aux étudiants et aux boursiers postdoctoraux
tienne compte des variations entre les départements et entre les
régions. Il faut remarquer que le montant des allocations demeure
assujetti aux conventions collectives et aux lois du travail en
vigueur. En outre, de nombreuses universités ont établi des normes
minimales d'appui propres à chaque département selon lesquelles les
allocations peuvent prendre la forme de postes d'assistant
d'enseignement, de fonds de recherche, de bourses des cycles
supérieurs, de bourses externes ou d'autres bourses.


Appel de candidature : Groupe d'examen composé d'experts sur la
Stratégie mondiale pour la santé de la femme et de l'enfant et la
Commission de l'information et de la responsabilisation en matière de
santé de la femme et de l'enfant de l'Organisation des Nations Unies
(ONU)

L'Organisation mondiale de la Santé (OMS) dirige actuellement un
processus international pour inciter tous les intervenants qui
appuient la Stratégie mondiale à proposer des candidats et candidates.
Ultimement, c'est le Secrétaire général de l'ONU qui procédera à la
nomination des candidats, en tenant compte des conseils d'un comité de
sélection composé de membres de la Commission. Le processus de
sélection aura lieu à l'été 2011, et l'annonce des nouveaux membres du
GEI devrait se faire le 20 septembre, lors d'un événement marquant le
premier anniversaire de la Stratégie mondiale.
Afin d'appuyer les efforts de l'OMS, l'ACDI demande la collaboration
de vos partenaires et de vous-même pour dresser une liste de Canadiens
dont la candidature au GEE pourrait être proposée. Les candidats
proposés doivent se démarquer par leur réputation honorable dans le
secteur de la santé publique, sur la scène internationale, et posséder
des connaissances particulières en ce qui concerne les résultats et
les ressources ayant trait aux questions touchant la santé des femmes
et des enfants dans les pays en développement. Ils doivent également
avoir une excellente connaissance des divers intervenants sur le
terrain, y compris les gouvernements, les organisations
multilatérales, les organisations de la société civile, les
représentants du milieu universitaire et les particuliers.

Consultation à venir sur la conduite responsable de la recherche

Les Instituts de recherche en santé du Canada (IRSC), le Conseil de
recherches en sciences humaines du Canada (CRSH) et le Conseil de
recherches en sciences naturelles et en génie du Canada (CRSNG) (les
organismes) continuent de travailler à l'amélioration de leur cadre
stratégique sur l'intégrité dans la recherche et les travaux
d'érudition et la responsabilité financière. Les organismes ont
l'intention de consulter un large éventail d'intervenants du milieu de
la recherche sur la version préliminaire du Cadre de référence des
trois organismes sur la conduite responsable de la recherche au cours
de la période du 15 août au 30 septembre 2011.

Le document de consultation sera affiché dans les sites Web de chaque
organisme. Les commentaires seront examinés au moment de mettre la
dernière main au Cadre de référence en novembre 2011.

Les 15es Journées annuelles de santé publique

Les 15es Journées annuelles de santé publique (JASP), c'est un
rendez-vous, du 28 novembre au 1er décembre 2011 à l'hôtel Fairmont le
Reine Elizabeth, à Montréal. Pour sa quinzième édition, l'événement
accueille une rencontre internationale sur la thématique des écoles
promotrices de santé les 28 et 29 novembre 2011. Tous les décideurs et
acteurs du Québec et d'ailleurs concernés par la réussite, la santé et
le bien-être des jeunes en contexte scolaire sont conviés à ce
rendez-vous fondamental et décisif. Dix journées thématiques et quatre
ateliers méthodologiques de grande qualité vous sont également offerts
les 30 novembre et 1 décembre 2011.

Subvention de conférence pour stagiaires canadiens: Congrès global sur
la mise en œuvre
Le comité organisateur du Congrès global sur la mise en œuvre invite
les stagiaires diplômés canadiens effectuant de la recherche dans les
domaines de l'application des connaissances ou de la mise en œuvre à
présenter une demande d'appui financier afin d'assister au prochain
Congrès global sur la mise en œuvre (GIC) qui se tiendra à Washington
D.C. du 15 au 17 août 2011. Grâce à l'appui du Fonds du président des
IRSC, le GIC sera en mesure d'appuyer 6 stagiaires jusqu'à un montant
maximal de 2025$ CAN pour les frais de voyage, de logement à l'hôtel

L'Institut de la santé publique et des populations des IRSC accordera

sur le principe que tous les gens devraient pouvoir aspirer à un état
de santé optimal et qu'ils ne devraient pas être limités à cet égard
par leur race, leur ethnie, leur condition socioéconomique, leur sexe,
leur âge, leur classe sociale, leur religion ou d'autres attributs
sociaux. La recherche qui permet de mieux saisir les voies de l'équité
en santé axées sur la compréhension des liens entre les déterminants

populations. Ces voies peuvent fonctionner selon les multiples couches

CIHR - La première activité de recherche en partenariat – hypertension
Cette possibilité de financement en recherche de mise en oeuvre dans

contre les maladies chroniques (AMMC). Le montant total disponible

La présente possibilité de financement vise à soutenir le lancement
rapide de projets de recherche interventionnelle en santé des

distribution des ressources qui évoluent rapidement, qui ont été mis
en oeuvre par d'autres (p. ex. décideurs) et qui pourraient avoir un
impact sur la santé et l'équité en matière de santé au niveau des
populations. Cette possibilité de financement encourage fortement la
collaboration étroite entre les maîtres d'oeuvre des programmes (p.
ex. décideurs) et les chercheurs, mais elle ne soutiendra pas les

L'initiative sur les communautés de langue officielle en situation
minoritaire a pour but de comprendre les enjeux de santé des canadiens
qui parlent français et anglais vivant au sein de communautés où ils
sont minoritaires. Une communauté de langue officielle en situation
minoritaire (CLOSM) est un regroupement de Canadiens et de Canadiennes
dont la langue maternelle ou la langue de choix est le français ou
l'anglais dans une province où cette langue est minoritaire. Plus
précisément, ce terme désigne les communautés d'expression anglaise
vivant au Québec et les communautés d'expression française vivant dans
les provinces et territoires autres que le Québec. Le montant total
disponible dans le cadre de cette possibilité de financement est de
300 000 $, ce qui devrait permettre d'accorder quelque trois

Présenté par Nexus Santé et 3M Canada, le Prix 3M de leadership en
santé reconnaîtra un leader communautaire exceptionnel qui a contribué

déterminants sociaux de la santé. Ce prix vise à souligner le travail
de ceux et celles qui enrichissent leur communauté par leur dévouement
et le changement qu'ils inspirent. Le prix sera décerné à une personne
du secteur sans but lucratif qui œuvre en dehors du secteur officiel
des soins de santé. La préférence sera accordée aux personnes dont le
travail a reçu peu de reconnaissance à l'échelle nationale. Pour de

Les étoiles montantes canadiennes en santé mondiale : Ronde 2 -
Annonce de demande de propositions
Ce programme unique est un appel à l'action lancé aux Canadiens pour
qu'ils fassent un apport à la santé mondiale. L'objectif de Grands
Défis Canada est de mettre à contribution la créativité, le savoir et
les compétences de scientifiques, d'entrepreneurs et d'innovateurs
sociaux canadiens pour résoudre certains des problèmes de santé les
plus persistants dans le monde en développement grâce à l'Innovation
intégrée. La Ronde 2 prévoit l'octroi de subventions de démarrage
d'une valeur de 100 000 $ chacune, pour un total de 20 propositions
retenues. Si les idées soumises sont robustes, efficaces et éprouvées,
les innovateurs seront admissibles à une subvention supplémentaire de
mise à l'échelle pouvant atteindre 1 million de dollars pour chaque
proposition. Il y aura trois rondes de financement dans le cadre du
programme Les étoiles montantes canadiennes en santé mondiale, pour
une enveloppe totale de 20
millions de dollars. De ce montant, environ 14 million de dollars
seront réservés aux subventions de mise à l'échelle. Les chercheurs
canadiens doivent s'associer à des innovateurs du monde en
développement. Les propositions doivent inclure un segment sur vidéo

Subvention de fonctionnement : Promouvoir les innovations théoriques
et méthodologiques des IRSC (2011) L'Institut du vieillissement (IV),
l'Institut de la santé publique et des populations (ISPP) et
l'Institut des services et des politiques de la santé (ISPS) des IRSC
ont convenu de la nécessité de renforcer les théories, les cadres
conceptuels, les méthodes et les outils sur lesquels repose la
recherche en santé interdisciplinaire. Guidés par les traditions de
leurs disciplines respectives, les chercheurs se servent d'une variété
de théories, de cadres, de méthodes et d'outils pour comprendre,
observer et/ou mesurer des phénomènes. L'innovation doit être
tributaire des meilleures méthodes scientifiques issues d'une grande
variété de disciplines. Nous devons accroître la contribution de la
recherche à ce chapitre, que ce soit pour mieux expliquer en théorie
comment les interventions s'adaptent au
contexte, ou encore pour renforcer nos approches d'analyse et de
communication des données éclairant la prise de décisions relatives
aux soins de santé. Le montant total disponible dans le cadre de cette

Sous la direction de l'Institut des maladies infectieuses et
immunitaires (IMII) des IRSC, l'Initiative de recherche sur le
VIH/sida des IRSC est chargée de la gestion et de la surveillance du
volet de recherche sur le VIH/sida de l'Initiative fédérale de lutte
contre le VIH/sida au Canada. Cette possibilité de financement porte
sur la santé des peuples autochtones, l'une des huit populations
cibles de l'initiative fédérale. On s'attend à ce que cet
investissement ciblé permette aux chercheurs d'obtenir des données
préliminaires, d'établir de nouveaux partenariats et d'explorer de
nouvelles idées de recherche, afin de favoriser la réussite de
demandes subséquentes dans le cadre des concours ouverts ou des
concours stratégiques des IRSC portant sur le VIH/sida et la santé des

Bourses en journalisme des IRSC 2011-2011
Les bourses en journalisme des IRSC permettront de financer la
réalisation de reportages visant à informer les Canadiens sur les
questions de recherche en santé fondées sur des données probantes, la
recherche étant réalisée par les chercheurs en santé. La bourse ne
doit pas servir à financer la recherche liée à la santé réalisée par
le candidat. Les titulaires d'une bourse peuvent entreprendre des
projets pour les médias imprimés, les médias électroniques et les
médias en ligne. Ces projets comprendront normalement une période
d'enquête et de recherche, qui permettra de rassembler les
renseignements nécessaires à la réalisation d'un article de fond ou
d'un article spécialisé, d'un reportage pour la radio ou la télévision
ou encore d'une série d'articles ou de reportages. À cette fin, on

Systèmes de mise en œuvre des interventions en santé des populations
L'Institut de la santé publique et des populations des IRSC souhaite
financer des subventions de planification pour appuyer la recherche
liée à l'examen de systèmes de mise en oeuvre des interventions en
santé des populations. Selon notre définition, les interventions en
santé des populations sont des politiques, des programmes ou des
approches de distribution des ressources qui ciblent les déterminants
de la santé et exercent leur influence au niveau des organisations et
d'autres systèmes plutôt que par des approches cliniques ciblant
individuellement les patients et leurs familles. Les systèmes de mise
en oeuvre sont nécessaires à l'intérieur et à l'extérieur du secteur
de la santé pour lancer, soutenir, maintenir et étendre des
interventions en santé des populations. Ces systèmes sont influencés
par des facteurs comme les structures de gouvernance
interorganisationnelles, intergouvernementales et
intersectorielles; le soutien des leaders; les processus
d'établissement des priorités et de répartition des ressources; et les
capacités humaines, juridiques et administratives. Le montant total

Le Programme de recherche communautaire (RC) sur le VIH/sida des IRSC

Revue Canadienne de Santé Mentale Communautaire
La Revue Canadienne de Santé Mentale Communautaire (RCSMC) est une
publication interdisciplinaire qui vise à présenter de l'information
sur le bien-être mental des Canadiens et de leurs collectivités. La
RCSMC vous invite à faire parvenir vos soumissions à un numéro spécial
parrainé par l'Initiative sur la santé de la population canadienne
(ISPC) de l'Institut canadien d'information sur la santé (ICIS). Ce
numéro spécial sera consacré à la promotion de la santé mentale du
point de vue de la santé de la population et portera une attention
particulière à l'équité et au rôle des déterminants sociaux de la
santé. Nous souhaitons obtenir des exposés qui explorent différentes
perspectives de recherche et de pratique dans diverses disciplines,
rédigés par des professionnels de la santé et des services sociaux,
les responsables de l'élaboration de politiques et les décideurs en
matière de santé mentale ainsi que
les chercheurs universitaires. Éditeurs:
