RÉSUMÉ :
La Somalie a traversé des troubles, de la violence inhumaine et de
l'instabilité incessante depuis plus de deux décennies. Le conflit en
cours a forcé un nombre important de la population à s'exiler dont une
criante majorité de femmes et d'enfants.
Dans la transition post-conflictuelle, les femmes soldates de la paix
de la Mission de l'Union africaine en Somalie jouent un rôle clé, en
particulier dans la mise en œuvre de la résolution du Conseil de
Sécurité des Nation Unies 1325 quant à l'inclusion des femmes dans le
processus de réconciliation et de consolidation de la paix.
Depuis 2012, la Mission de l'Union africaine en Somalie (AMISOM) a
créé une unité Genre qui a le mandat de réaliser l'engagement fort de
l'Union africaine en ce qui concerne la promotion de l'égalité des
sexes sur le continent et les questions liées au genre en conformité à
la Déclaration solennelle sur l'égalité des sexes en Afrique et la
Politique en Genre de l'Union Africaine de 2009.
Afin d'atteindre l'égalité des genres à tous les niveaux, l'unité
entreprend des tâches telles que l'élaboration de politiques, des
formations, des activités de sensibilisation et des forums de
plaidoyer au sein de la mission de l'UA.
D'autre part, en conformité avec son mandat de renforcer les capacités
du gouvernement fédéral somalien, l'unité de la mission assiste le
Gouvernement dans la mise sur pied de son arsenal en matière du Genre
en fournissant une expertise.
Les défis sont nombreux dans ce pays post-conflictuel. Cependant, la
composante civile de la mission de l'Union africaine a un impact
positif qui assure l'efficacité de la stratégie d'intégration du
genre dans les opérations de la mission.
ABSTRACT:
Somalia has witnessed decades of turmoil, morbid human onslaughts and
instability. The ongoing conflict has forced a substantial number of
the population out of their homes. Majority of which are women and
children.
In the post-conflict transition, female peacekeepers in the African
Union Mission in Somalia are playing a key role, particularly in the
implementation of the United Nation Security Council Resolution 1325
in including women in the reconciliation and peace building process.
Since 2012, the African Union Mission in Somalia (AMISOM) has a Gender
Unit that has the mandate to carry out the African Union strong
commitment on the advancement of gender equality in the continent and
address gender-related issues regarding the implementation of the
Solemn Declaration on Gender Equality in Africa and the AU Gender
Policy of 2009.
In order to achieve gender equality at all levels, the unit is
undertaking tasks such as Policy Development, Trainings; Awareness
raising and advocacy initiatives within the AU mission. And, on the
other hand, in line with the mission mandate to build the Federal
Government capacity, the Unit is assisting them in building its gender
machinery by providing technical expertise and guidance.
Challenges are numerous in this post-conflict country; However, the
civilian component of the African Union mission is making a positive
impact in ensuring the effectiveness of the mission gender
mainstreaming strategy in all areas of the operations.

BIO:
Mané Ahmed obtained her Master's Degree in Women's Studies from the
University of Ottawa in 2011 with the hope of contributing towards the
development of Africa and to the advancement of women rights. For the
past two years, she has worked as the Gender Officer of the African
Union Mission in Somalia (AMISOM), an African Union Peace Support
Operation tasked with aiding Somalia back to the path of peace and
security. In this capacity, she has helped to facilitate the creation
of Somalia's first National Gender Policy; her current duties include
supporting its implementation.
