Call for papers: Aboriginal Policy Research Network

The Institute On Governance (IOG), in collaboration with the Office of
the Federal Interlocutor for Métis and Non-status Indians, is seeking
papers for its policy research series on issues affecting Métis,
non-status Indians and other Aboriginal peoples residing off-reserve.
Papers should be policy relevant while also meeting the standards of
university-level scholarship. The deadline for submissions is
September 30, 2009.

Abstract
The overrepresentation of Aboriginal children and families within
child protection
systems is symptomatic of a larger crisis for Aboriginal people that
can be traced
back to the legacy of colonization, marginalization and oppression that
generations of Aboriginal people have endured. It has been argued that this
overrepresentation of Aboriginal children requires an approach that addresses
larger community and structural issues impacting Aboriginal child
welfare. This
paper presents the initial results of a community based participatory research
initiative aimed at understanding community oriented policy frameworks to
enhance off-reserve Aboriginal child welfare through the promotion of social
change and collective well-being. Emerging policy lessons suggest "community
networking" as a viable approach to address off-reserve Aboriginal
child welfare.
This approach requires a formal structure, grounding in Aboriginal values and
traditions, leadership and guidance from Aboriginal community members, and
values of inclusiveness and respect for cultural diversity. There is a
need for
further research to understand the outcomes of such an approach for
the welfare
of Aboriginal children and families, as well as the need for similar
research within
other contexts.

Indigenous Governance in Winnipeg and Ottawa:
Making Space for Self-Determination

Abstract
Despite the growth of urban Indigenous populations in Canada, the study of
political arrangements that facilitate urban Indigenous
self-government remains
neglected as an area of analysis. In this paper, I argue that, while
the recent
proliferation of collaborative relationships between governments and
Indigenous
organizations has provided opportunities for self-determination, these
initiatives
have thus far failed to create sufficient space for Indigenous authority and
decision-making power in cities. Drawing on data from Winnipeg and Ottawa,
this paper examines how issues of jurisdiction, access, representation and
funding constrain the ability of local and regional First Nations,
Métis, Inuit and
Aboriginal organizations to deliver culturally appropriate services, build
community capacity and adequately address the social, economic, political and
cultural priorities of their communities. This failure to enhance
Indigenous selfgovernment
in urban settings continues to exacerbate the marginalization
experienced by many Indigenous people. Reframing the issues so that urban
Indigenous peoples are no longer seen as deficient and out of place,
but rather
as constituting legitimate communities and possessing inherent rights, will be
part and parcel of making space for urban Indigenous self-determination.

Internationalization, corporatization, the impoverishment/diminishment
of government
funding, and legacies of religious involvement are among the
challenges that are having
an impact on Liberal Arts education. Such realities challenge the autonomy,
accountability and perhaps even the integrity of Liberal Arts
education. The focus of
this conference is multidisciplinary; it will be of particular
interest to faculty,
students, and universities with a strong Liberal Arts component.

The 100th Anniversary of the founding of St. Thomas University
presents an occasion to
take stock and look forward at the issues and challenges that Liberal
Arts Universities
and Colleges will encounter over the next 100 years.

Sessions will include

In this first Call for Papers, Abstract submissions are invited for an

A Panel Discussion on Public Perceptions of the Canadian Forces

How have the public perceptions of the military in general and the
Canadian Forces (CF) in particular changed since 9/11 and what role does
the media and popular culture play in the production of changing
perceptions? This important and timely panel will investigate the
relationship between the media and the military.
Jeff Sallot. The Road to Kandahar. In 1993 members of the Canadian Forces
tortured and killed a local teenager, Shidane Arone, during a deployment
in Somalia. The murder led to a full-blown public commission of inquiry
into what is one of the greatest scandals in the history of the Canadian
military. Their image rehabilitated, members of the Canadian Forces are
now serving proudly on a dangerous mission in Kandahar province,
Afghanistan. Jeff Sallot is The Globe?s bureau chief in Moscow, Ottawa and
Edmonton and has reported from every corner of Canada, and from more than
30 foreign countries.
Greg Nelson. Afghanada: The challenges of presenting the Canadian Military
at War. The CBC radio drama series ?Afghanada? has run for over 50
episodes, and continues this fall. Greg Nelson will talk about the
challenges of presenting military characters and stories to the public -
how the creators strove to step away from the public policy debate, and
grapple instead with what the reality is for Canadian soldiers on the
ground in Kandahar Province. Greg Nelson is the co-creator and head writer
for ?Afghanada? He is currently a writer and producer for the CBC
television series The Border.
Steve Lukits. "Their's but to do and die": Victorian Origins of Public
Sympathy for the Combat Soldier in the News and Popular Culture. The
disastrous charge of the Light Brigade during the Crimean War, the
journalistic commentary and report of the event, and Poet Laureate Alfred
Tennyson's poetic response combine in a paradigmatic manner to define news
coverage and mass media representation of the military. Steve Lukits is
the Head of the English Department at the Royal Military College of
Canada. He also teaches courses in war literature and the news media and
the military.
Wendy Cukier, Associate Dean of the Ted Rogers School of Management. Wendy
is an internationally recognized expert in armed violence and is coauthor
of The Global Gun Epidemic (2006). She has served on a number of national
and international advisory committees and most recently was a member of
Canada?s Commission on Small Arms. In 2000, the University of Toronto
named Wendy as one of the ?100 Alumni who shaped the century?.
LCdr John Williston, Senior Advisor, Strategic Planning, to the Assistant
Deputy Minister Public Affairs, Department of National Defence
Christopher Dornan. Unknown Soldiers: The Relative Absence of the Military
in Canadian Popular Culture. In contrast to the US, where the armed forces
are a prominent subject for prime-time television and feature films,
Canadian popular culture all but ignores the military as a dramatic trope.
Why should this be so? What does it tell us about the place of the armed
forces in the Canadian imagination? What consequences might ensue?
Christopher Dornan teaches at Carleton University, where he is Associate
Dean of the Faculty of Public Affairs, Director of the Arthur Kroeger
College of Public Affairs, and an associate professor in the School of
Journalism and Communication.

New website signals countdown to global feminist conference

Today's launch of www.womensworlds.ca - a trilingual website devoted to a
2011 global feminist event - signals the start of a countdown to what will
likely be the largest women's conference in Canada's history: Women's
Worlds 2011 (WW 2011).

"Inclusions, Exclusions, and Seclusions: Living in a Globalized World" is
the theme of the international and interdisciplinary gathering of and
about women to be held in Ottawa-Gatineau, Canada from July 3-7, 2011.

The event will convene a diversity of minds and experiences to delve into
some of the most pressing issues of our time. Outreach is underway to draw
a rich cross-section of people from around the world into the conversation
- from academics to activists and researchers to policy-makers.

In the lead-up to the gathering, the website will serve as a hub where
people from around the world can connect and converse on issues related to
globalization and women's equality, and more. To stoke that conversation,
organizers will roll out a range of interactive components and unveil
content and registration information as it becomes available. Site
visitors are encouraged to sign up for e-bulletins to receive
up-to-the-minute information about website content and the conference.

This online portal is part of a broader new media strategy that organizers
hope will attract unlikely participants to the conference and related
discussions, a key conference objective being to encourage
intergenerational exchange.

WW 2011 organizers also plan on using social media like facebook, flickr,
youtube, and twitter to stimulate connections and conversations.

Ottawa-Gatineau plays host to this 11th edition of Women's Worlds - a
triennial global women's conference most recently held in Madrid in 2008
and Seoul in 2005 - with the University of Ottawa and Carleton University
partnering as lead coordinators.

el tema del encuentro internacional e interdisciplinar de mujeres y acerca
de las mujeres que tendrá lugar en Ottawa-Gatineau, en Canadá del 3 al 7
de julio de 2011.

El evento reunirá una gran diversidad de perspectivas y experiencias para
profundizar en algunos de los temas más apremiantes de nuestro tiempo. La
conferencia pretende alcanzar a una rica variedad de interlocutores de
todo el mundo - desde académicos y activistas e investigadores hasta
dirigentes políticos - que conversarán e intercambiarán puntos de vista

Throughout much of the history of socio-cultural anthropology, fieldwork,
particularly that involving extended periods of participant observation, has
been touted as the discipline's methodological hallmark. However, the
established tendency to conceptualize 'the field' as the site where
'fieldwork'
is conducted, and 'the fieldworker' as the actor who conducts it,
obscures the
complex and multiple milieux informing their mutual constitution. This
conference encourages participants to interrogate, complicate,
demystify, and
possibly re-enchant the concepts and practices of field/work/er, with
special
focus on their privileged, albeit shifting, contributions to the domains of
knowledge making within anthropology and other disciplines. Alongside
theoretical interrogations, we welcome submissions that speak to
participants'
ongoing experiences, obstacles and successes as workers in the field.

The Social Anthropology Graduates' Association (SAGA) cordially invites
fellow
graduate students, activists and applied scholars to participate in an
interdisciplinary and interactive forum on Saturday, November 21, 2009
at York
University in Toronto, Canada.

We invite conference contributions in the following formats:
- Academic papers (presentation time: 15 minutes) and panels
(presentation time:
75 minutes)
- Alternative media presentations (posters, video, poetry, other
creative works)

Possible topics include, but are not limited to:
- What and where is the field?
- How is it constituted, entered, and exited by fieldworkers?
- Who is a fieldworker? How is she or he constituted by the practice of
fieldwork?
- Where is the 'work' in fieldwork?
- How is fieldwork arranged and conducted?
- What are the experiences of fieldworkers?
- How does the experience of the 'field' sometimes surprise fieldworkers?
- What kinds of interesting stories come out of fieldwork? Do these
stories make
it to the final draft?
- What is the relationship between disciplinary, regional, and performative
fields?
- How is the face and place of fieldwork changing in academia?

To propose a paper, please submit a cover page with your name; institutional
affiliation; contact information (mailing address, phone number, and
email) and
a 250 word abstract of the paper. Presentations will be limited to fifteen
minutes.

Panels of 3-4 presentations are especially welcome. To propose a panel,
please
submit a cover page including the title of the panel and the names of
presenters; a panel abstract of 150 words; a separate page with the names of
presenters, their contact information (mailing address, phone number, and
email) and institutional affiliation(s), the titles of their
presentations; and
a 250-word abstract for each paper. Panels will be limited to one hour and
fifteen minutes, including discussion periods.

New Post-Doc Program

Postdoctoral Scholarship Program 

In order to welcome postdoctoral scholars, the Canada Research Chair >
on Globalization, Citizenship and 
Democracy (Chaire MCD) at the Université du Québec à Montréal (UQAM) >
has created a postdoctoral 
scholarship program. Like the Chaire MCD itself, this program is >
driven by a spirit of collaboration, 
multidisciplinary opening and high-level scientific exchange. 
 
Scholarship Description: 
The Chaire MCD offers 10,000$CAD six (6) month and 5,000$CAD three >
(3) month postdoctoral 
scholarships. These amounts aim to cover the scholar's installation >
cost and living expenses for the period of 
her/his stay. 
If necessary, an additional amount could also be allocated for the >
scholar's transportation (two-way flight 
ticket) upon presentation of a proof of purchase. 
During the internship, the postdoctoral scholar will have access to >
a fully equipped office space with all the 
needed computer equipment (i.e. computer, internet link, intranet, >
laser printer). The Chaire MCD also offers 
office services (copy and fax machines). 
The selection committee reserves the right to set the amount of the >
scholarship on the basis of the internship 
project according to the Chaire MCD's research objectives and of the >
budget's availability. 
 
Admission Requirements: 
- The candidate must hold a doctorate degree (PhD) in a university >
other than UQAM and to satisfy 
UQAM's postdoctoral internship requirements. 
- The candidate must be familiar with the20Chaire MCD's research >
objectives and guidelines . The candidate must also provide her/his >
resume and an internship 
project (1 to 2 pages) describing her/his research plans as well as >
the envisaged period of the stay. 
- The Chaire MCD favours a multidisciplinary approach; therefore, >
the scholarship is open to 
applications from all fields of scientific knowledge. These >
applications are evaluated strictly on the 
basis of their relevance to the Chaire MCD's current research. 
- A good command of French is required.

A selection committee composed of the Chair Holder, the Research >

Canada Research Chair on Globalization, Citizenship and Democracy (MCD)
The principal objective of the MCD Chair is to produce a general
theory of the new political regulations in developed democratic
societies. Research focuses on the transformations of the different
institutional realms characterizing modern societies and in the
emergence of new forms of citizenship, political community, democracy,
and social justice. The study of these transformations is approached
through various forms of representation (philosophical basis, social
discourse, political discourse, expert discourse). Studies are
structured around four main themes: democracy and market economy in
the Americas; ethics and politics in pluralist societies; the State

L'objectif de la Chaire du Canada en Mondialisation, citoyenneté et
démocratie (MCD) est de comprendre les défis que pose la
mondialisation à la capacité de « faire société », c'est-à-dire, dans
la modernité démocratique, l'autoproduction explicite de la société
par la d=C
3libération, le conflit et la production d'institutions. Purement
immanentes sur le plan de la représentation qu'elles ont d'elles-mêmes
comme issues de la volonté libre d'individus co-associés, les
démocraties modernes se sont toutefois épanouies dans le cadre de
l'État-nation, où s'articulent l'abstraction universalisable de la
citoyenneté et la substance identitaire de la communauté politique
nécessaire à l'engagement du citoyen. C'est ce lien noué entre la
démocratie et l'identité collective, entre la citoyenneté et la nation
que rend problématique la mondialisation récente. De façon générale,
la Chaire s'efforce de penser la communauté politique qui paraît
aujourd'hui menacée par un double danger : le risque d'une sortie vers
l'abstraction universelle portée par le cosmopolitisme d'une part et,
d'autre part, la tendance à la fragmentation du demos dans des
sociétés d'individus. Le travail de théorisation et de réflexion sur
le lien nécessaire, ou pas, entre demos et démocratie, s'effectue en
privilégiant l'étude des enjeux de la citoyenneté et de la démocratie
au Québec dans une analyse comparative avec les sociétés d'Amérique,
de la francophonie et les « petites sociétés ».

Canadian Association of Geographers (CAG), with funding

support from the Federation

Prolific and influential political geographer, John Agnew, will
reframe thinking about borders in the current era. His book Hegemony:
The New Shape of Global Power won the Choice Outstanding Academic
Title in 2005. His most recent book, Globalization and Sovereignty,
will be published later this year. Agnew is currently President of the
