GOVERNANCE FEMINISM IN THE POST-COLONY: INDIA'S RAPE LAW REFORMS OF 2013

Speaker:
Prabha Kotiswaran
Senior Lecturer, Department of Law, King's College

WEDNESDAY, MARCH 25TH

Wednesday, March 25, 2015
12:00PM - 2:00PM 208N,
North House, Munk School of Global Affairs
1 Devonshire Place, U Toronto
Toronto

Against the backdrop of the phenomenal international successes of
governance feminism, my paper considers governance feminism in the
post- colony. In particular, the paper uses the wide-ranging law
reforms on rape and trafficking in India in the wake of the rape and
murder of a Delhi student in December 2012 to make two arguments.
First, that Anglo-American governance feminism has a rather limited
and contingent influence on postcolonial feminism. Second, that a
mapping of Indian feminist interventions on the law of rape over the
past three decades suggests that Indian feminism displays key
characteristics of governance feminism. Viewing the 2013 reforms as
the culmination of decades of feminist lobbying of the state for rape
law reform, the paper argues that Indian governance feminism is deeply
committed to a highly gendered understanding of sexual violence.
Further, that Indian feminism has increasingly resorted to the use of
the criminal law to address sexual violence even as its historical
suspicion of postcolonial state power has reduced considerably and is
now mostly evident in its opposition to the death penalty for rapists.
On the pathway to increased influence, Indian governance feminism has
faced challenges from advocates of the LGBT community, children's
rights groups and sex workers' groups. The paper considers in detail
mobilizational efforts of one such group, namely, sex workers to
illuminate both aspects of governance feminism, namely, the politics
of feminism in relation to sex work but also the challenges for
governance feminism as sex workers have mobilized outside the folds of
the Indian women's movement and in the space of what Partha Chatterjee
calls political society. Brought together in the struggle for the
Criminal Law (Amendment) Act, 2013, I compare and contrast the ways in
which Indian feminists and sex workers approached law reform. This
illuminates ways in which governance feminism relates not just to
juridical power but also to highly mobile forms of governmentalised
power. This paper thus tells a highly contextual story of
fragmentation, partial reception, partial rejection, and the local
production of feminist ideas and stances towards governance.

Prabha Kotiswaran is Senior Lecturer in Law, King's College London
where she teaches criminal law, transnational criminal law,
jurisprudence, law and social theory and sociology of law. She is the
author of Dangerous Sex, Invisible Labor: Sex Work and the Law in
India. Published by Princeton University Press (2011) and co-published
by Oxford University Press, India (2011), Dangerous Sex, Invisible
Labor won the SLSA-Hart Book Prize for Early Career Academics in 2012.
She is also the editor of Sex Work, an anthology published by Women
Unlimited (2011) for a series on issues in contemporary Indian
feminism. Current projects include an edited volume on Shaping the
Definition of Trafficking in the Palermo Protocol, a co-authored book
on Governance Feminism and a co-edited Handbook on Governance Feminism
(both with with Janet Halley, Rachel Rebouche and Hila Shamir). She is
also the Co-Convener (with Peer Zumbansen) of the King's Summer
Institute in Transnational Law and Governance.

Cyclone Pam fund appeals - Canadian Red Cross and ANU researchers in conjunction with the Vanuatu High Commission in Australia

As you surely know, the small archipelago of Vanuatu was devastated
last week by Cyclone Pam. As reported in the media, the damages
suffered by this small island countries are enormous: many human
casulties; food gardens destroyed; 80% of the buildings in the capital
city of Port Vila damaged, etc.

If you want to help out, you may send donations to the Canadian Red
Cross' Cyclone Pam appeal.
You can also send donations to fund set up by researchers at the
Australian National University.

I am appending below the messages received from colleagues Dan
Jorgensen and John Taylor that highlight these initiatives.

Best regards,

Christine Jourdan

Dear All (and with apologies for cross-posting),

The following link is for a fund that has been set up by ANU
researchers in conjunction with the Vanuatu High Commission in
Australia:

https://www.chuffed.org/project/vanuatu-heart-blong-mi-stap-wid-yu

Funds will be spent directly in Vanuatu on rebuilding essential
infrastructure at the Central Hospital, Port Vila. The Central
Hospital sustained significant damage and flooding during the cyclone.
This is significantly impacting on the care that the hospital can
currently offer its patients.

Allocation of funds will be administered on-the-ground by a Committee
made up of the Vanuatu High Commissioner or his representative, a
representative of the Australian Friends of Vanuatu, and a
representative of the Vanuatu Department of Finance.

Please share and give generously if you are able.

Tankiu tumas,

John Taylor

mouvement Idle no more.

CASCA: Job postings/Offres d'emploi

***Même si la CASCA reste très critique face l'exploitation toujours
croissante des chargés de cours et professeurs à court terme, la liste
de diffusion continue d'annoncer les postes à temps partiel.

***Although CASCA remains profoundly critical of the increasing trend
in the exploitation of part-time, sessional and contract faculty, the
list-serve includes advertisements for part-time teaching opportunities.

Reena Katz aka Radiodress - Thunder and Flowers: Queer Auralities
Ryerson University, Toronto

Reena Katz
Thursday, March 5th at 7:00pm In 1 week
Ryerson University, LIB-72 350 Victoria Street, Toronto, ON
From re-imagining John Lennon and Yoko Ono's iconic bed-ins to
producing a monthly radio show on cultural resistance, Reena Katz aka
Radiodress has built a prolific artistic and pedagogical career
exploring social justice issues.

As part of Hacking the Culture Speakers Series, a project of Ryerson's
Studio for Media Activism & Critical Thought, Reena Katz aka
Radiodress will discuss how she uses live and recorded talking,
whispering, singing, yelling and listening to consider bodies as sites
of knowledge, and communication as a social and political practice.
Her artist talk will focus on two recent projects: love takes the
worry out of being close: public assemblies in bed with queers and
Midnight Dawn 20-10-10. In both works, Katz harnesses the power of
audience participation in public spaces to emphasize the relationship
between collective voice and the empathic act of listening.

Just Like a Girl: The Female Poverty Trap
Art Gallery of Ontario, Toronto
Food For Thought Speaker Series

Just Like a Girl: The Female Poverty Trap

Wednesday, April 1, 2015
Baillie Court, 3rd Floor, Art Gallery of Ontario317 Dundas Street
West, Toronto

6:30PM Doors Open | 7:00PM Food for Thought | 8:30PM Reception*
(*light snacks and refreshments)

Tickets: $20 each (includes light refreshments; available online at this link)

Why is the story of poverty in Toronto so much a women's story? In the
second installment of The Stop's Food For Thought speaker series,
presented in partnership with Maytree, we'll look at why women's lives
are consistently tied to poverty and how the trap of poverty affects
their health and prospects for the future, ensnaring their children
for generations to come.

We'll explore which policy levers most effectively lift women out of
poverty, and how doing so transforms their futures, families, and
entire communities.

We are honoured to have this discussion animated by family physician
and health justice activist Dr. Ritika Goel, Deena Ladd of Workers'
Action Centre, and Armine Yalnizyan of Canadian Centre for Policy
Alternatives. Moderating the discussion will be Alex Johnston of
Catalyst Canada. The conversation will continue among speakers and
guests at the reception following the formal program.

Dr. Ritika Goel is a family physician with the Inner City Health
Associates in Toronto. She has an MD from McMaster University, family
medicine training from St. Michael's Hospital in Toronto and a Master
of Public Health from Johns Hopkins School of Public Health. Her
clinical work is with people experiencing or at-risk of homelessness
as well as migrants with precarious immigration status. Ritika is a
board member and volunteer physician at the Scarborough Community
Volunteer Clinic for the Uninsured and co-chair of the Ontario College
of Family Physicians' Poverty and Health Committee. She works on
various social justice issues through organizations such as Health for
All and Canadian Doctors for Medicare.
Deena Ladd is the co-ordinator of the Workers' Action Centre. The
Workers' Action Centre works with predominantly low-waged immigrant
workers and workers of colour in precarious jobs that face
discrimination, violations of rights, and no benefits in the workplace.
Armine Yalnizyan is one of Canada's leading progressive
economists. She joined the Canadian Centre for Policy Alternatives as
senior economist in 2008. Armine has a twice weekly business column on
CBC Radio's biggest morning show, Metro Morning, reaching a million
listeners in the Greater Toronto Area. She also appears weekly on the
Big Picture Panel, featured Wednesdays on CBC TV's premier business
show The Exchange with Amanda Lang (formerly The Lang and O'Leary
Exchange), and contributes to Globe and Mail's Debates. Armine sits on
the advisory board of the Institute for Population and Public Health,
one of 13 Canadian Institutes for Health Research. She is also Vice
President of the Canadian Association for Business Economics.
Alex Johnston leads the Catalyst Canada office and is responsible
for shaping a strategy for Catalyst's continued growth and member
engagement in Canada. Alex comes to Catalyst with more than a decade
of leadership experience in the public and private sectors. She
practiced law, with a general corporate and commercial law practice in
mergers and acquisitions, private placements, and corporate
re-organizations at Goodmans LLP before joining the office of Ontario
Premier Dalton McGuinty in 2003, where she served as Executive
Director of Policy. In this role, she worked closely with policy,
community, and business leaders and with senior members of government
to develop, implement, and communicate the Government's agenda. She
played a key role in advancing a progressive women's agenda, including
initiatives to support women's economic independence and health. A
long-time advocate for women, Alex was a founding member of the first
student-run sexual assault center in Canada, served as a legal advisor
in a shelter for women and children, and after living in China for two
years, began graduate studies on Chinese women's legal rights and
experience with the justice system. Alex is fluently bilingual and
holds a BA, LLB, and BCL from McGill University. She grew up in
Montreal and now lives in Toronto where she and her husband are
raising their three young children.

Saba Mahmood talk
Friday March 6th
3:30-5:30pm, MW296, UTSC Centre for Ethnography

SECULARITY AND THE POLITICS
OF HISTORICAL FICTION:
Azazeel in Egypt

This talk focuses on a 2008 controversy that erupted around the
acclaimed novel Azazeel in Egypt between
Muslims and Christians. While literary critics hailed the novel as an
artistic achievement, the Coptic Orthodox
Church condemned it for defaming Christianity and fomenting
Christian-Muslim strife. After the Church failed
to get the novel banned, secular critics quickly cast the controversy
as a battle between religious taboos and
freedom of expression. Mahmood contests this diagnosis by elaborating
a different set of issues that were at the heart
of the Azazeel debate, including in commensurable conceptions of
divinity, religion, history and literature.

volumes, textbooks, and reference works are not eligible, nor are
works in which religion is a secondary subject. The book's author
need not be an anthropologist by profession, but the work should draw
on and respond to research and theory within the anthropology of
religion. Books must have a publication date of 2013 or later. Books
that have already been reviewed for the Prize will not be
reconsidered. Books may be entered into the competition by authors,
book editors, or colleagues. No formal letter of nomination is needed.

The Prize will be awarded at the American Anthropological Association
Annual Meeting in November, 2015.

University of Alberta Engage North and IC-IMPACTS Centre of
Excellence- 2015 Community Engagement Fellowship Program
Application Deadline: March 6, 2015

The University of Alberta's Engage North and IC-IMPACTS Centres of
Excellence have partnered again this year. The 2015 Community
Engagement Fellowship Program offers opportunities for undergraduate
and graduate students work with northern Canadian First Nations and
Inuit communities on four-month long community-identified projects,
which will help to provide capacity and respond to challenges facing a
community's health, sustainability, and prosperity.

The Community Engagement Fellowship Program has been envisioned to
achieve the following:

1. Develop awareness and understanding of the unique challenges faced
by Northern and Indigenous communities in Canada;
2. Develop a trust relationship between the target partner community,
Engage North, IC- IMPACTS and the research community as a whole;
3. Provide highly qualified talent to tackle community-identified
applied projects;
4. Create a pathway for knowledge sharing and develop a knowledge
mobilization bridge between the community, Engage North and IC-IMPACTS;
5. Provide highly qualified assessment and advising on existing
technologies that may solve community specific challenges in the areas
of infrastructure, water management, and public health;
6. Identify capacity building needs and training along with skill
development requirements and opportunities to ensure the effective
uptake of new technology solutions within the community and to enable
enhanced participation by community members in their future economic
development.

de diffusion continue d'annoncer les postes à temps partiel.
